it's storming outside. the ships nest inside the harbour, shivering against the brash waves that claw at their sides. she should be inside. delegating. working. but no, dahlia needs this.

a respite from company. at least, the company that expects so much that it siphons shards of the soul with every threatening weight. no one comes outside in the rain. and so, she watches the violence of the ocean peacefully. her white coat wisps around her thin legs like ghost tails while her umbrella remains firm.

but she's not alone.

dahlia peers over to the approaching figure, and her heavy heart almost tugs her chest to the ground.

he looks dangerous; dahlia has seen men like him. men like silas.

"here to look at the ships?" dahlia asks.

he wasn't intending to find anyone there, most definitely not the league commissioner, let alone alone. he halts a fair distance away - not the time nor place to act, and anyway, he's cosignant enough to realise his stature erred on the side of intimiating.

he knows her face from any manner of sources, and momentarily, it looks like she knows his too. the recognition passes quickly and he dismisses it with the ghost of a smile.

"the ships...?" he echoes, turning slowly to follow her gaze to the dockside.

he's not sure why he continues to speak, maybe the silence stretching out between them compels him to.

"i grew up in a land-locked city so the novelty of it still hasn't worn off on me."

his eyes are glued to the largest of the ships - an impressive sleek vessel, polished to a perfect silver-blue chrome that manages to shine even in the rain.

"oh? which city?" dahlia tosses the question into the storm, but the answer is crucial. "are you from here?" unsharpened and dull, her words hold themselves within the confines of simple conversation.

but she seeks honesty baptized by rain.

her eyes follow his. the silver-blue chrome of the ship is shining. impressive. but alone. dahlia notices another vessel, white with red accents pairing off with another, the rough current making it seem as if it were running away.

dahlia's hands grasp the damp rails fearlessly.

"i'm dahlia. and you are?" facing the man, she speaks with earnestness in her eyes.

his gaze is still fixed on the most impressive of the ships, and it takes a moment for him to see the smaller boats moored alongside it; jolting violently in the waves as though trying to escape their shackles, they are lost in the larger ship's shadow.

something about the colouring and design tells him they're from the same fleet and it latently reminds him of prints he's seen in children's books of swannas caring for duckletts.

her voice snaps dominic from his reverie, and while the incline of his head when he turns to face her is non-threatening in its lethargy, his eyes narrow to ruby chips.

the introduction is cordial but unnecessary. "sinclair, from saffron city. i'm one of your refugees." his smile is humourless.
